Until now, its calculation was based on outdated appraisal values, some dating back to 1964 in West Germany and 1935 in East Germany, which led the Federal Constitutional Court to declare the system unconstitutional in 2018. Therefore, a comprehensive reform has been implemented to ensure a fairer and more current calculation, which will impact millions of properties starting January 1, 2025.

Understanding the new Property Tax: Calculation models and how it is determined

The Property Tax reform aims to update property values so that the tax better reflects the current economic reality. Although the goal is neutrality in total revenue, the individual tax burden may change significantly. Not everyone will pay the same as before; some will see increases, others decreases.

The federal model (Bundesmodell) and its variants

Most of the German federal states (Bundesländer), including cities like Hamburg, Düsseldorf, or Cologne, have adopted the federal model. This model considers three main factors for the calculation:

  • Land value (Bodenrichtwert): Reflects the average value per square meter of land in a given area.

  • Type of property (Art der Immobilie): Differentiates between single-family homes, multi-family homes, commercial properties, etc.

  • Fictional rent (fiktive Miete): An estimated rental value that the property could generate, based on its type, size, and age.

  • Living area (Wohnfläche): The square meters of your home.

  • Building age (Alter des Gebäudes): The age of the construction.

From this data, a unit value (Grundsteuerwert) is determined for each property. Then, a federal tax rate (Grundsteuermesszahl) is applied, which has been significantly reduced to avoid a massive increase in the tax burden. Finally, each municipality will apply its own multiplier coefficient (Hebesatz) to calculate the final amount to be paid.

Alternative regional models

Some federal states have opted for different models, seeking greater simplicity or adaptation to their particularities:

  • Area model (Flächenmodell): In Bavaria or Hamburg, for example, the calculation is mainly based on the area of the land and the living area, with few additional factors. It is simpler and may result in greater stability in the tax for many.

  • Land value model (Bodenwertmodell): In Baden-Württemberg, the focus is almost exclusively on the land value and its size, ignoring the value of the building.

This means that the calculation of your Property Tax could vary if your property is in Leipzig (federal model) or in Stuttgart (land value model).

How does the Property Tax reform affect my wallet in 2025?

The key question for many is: “How much does the Property Tax increase?” The answer is not straightforward, as it depends on a combination of factors.

  • For owners: The Property Tax is paid directly. If the value of your property has significantly increased according to the new criteria, you may experience an increase. However, thanks to the reduction of the Grundsteuermesszahl and the possibility for municipalities to adjust their Hebesatz, the total impact is being kept neutral at the municipal level.

  • For tenants (Rent with Nebenkosten): The Property Tax is a cost that owners can pass on to tenants through community expenses (Nebenkostenabrechnung). Therefore, an increase in the owner's Property Tax could translate into an increase in your rental expenses. It is important to review your rental contract and the upcoming expense settlement.

It is essential to remember that the reform does not seek to increase total revenue for municipalities, but to redistribute it more equitably. This means that while some properties will see an increase, others could see a decrease.

It is advisable to consult these tools and stay informed about the information that your municipality or your landlord (if you are a tenant) provides you.
